Este estudio tiene el objetivo de proponer un plan de ampliación y modernización del SIMETSA que sea coherente con el PDOTCS vigente. Por medio del examen de fuentes teóricas-conceptuales relacionadas con el tema, la identificación de los aspectos positivos y negativos del SIMETSA para la definición de potencialidades y la definición de estrategias, acciones, metas, programas e indicadores. Se usó el método científico, inductivo-deductivo; la encuesta a 376 personas que usan el SIMETSA.
El incremento de automotores en las calles del cantón requiere más espacios para parqueo, y el SIMETSA no cuenta con el número suficiente; a lo que se suma que la búsqueda sitios de estacionamiento y el pago de tickets no sea eficiente, esto genera congestión, contaminación del aire y malestar en los usuarios. La ejecución del plan propuesto permitirá no solo ampliar el sistema sino modernizarlo para mejorar la movilidad en la urbe para favorecer a su desarrollo.

This study has the objective of proposing a SIMETSA expansion and modernization plan that is consistent with the current PDOTCS. Through the examination of theoretical-conceptual sources related to the subject, the identification of the positive and negative aspects of SIMETSA for the definition of potentialities and the definition of strategies, actions, goals, programs and indicators. The scientific, inductive-deductive method was used; the survey of 376 people who use SIMETSA.
The increase in automobiles on the streets of the canton requires more parking spaces, and SIMETSA does not have a sufficient number; In addition, the search for parking places and the payment of tickets are not efficient, this generates congestion, air pollution and discomfort in users. The execution of the proposed plan will allow not only to expand the system but also to modernize it to improve mobility in the city to favor its development.
