Resumen:
Este trabajo plantea la necesidad de transformar el marco de relaciones entre el Sector Público
y el Tercer Sector. Unas relaciones establecidas a lo largo de la historia con caris caritativo,
que ha ido cambiando a lo largo de los años, y que en las últimas décadas debido al impulso
interno que está realizando el Tercer Sector, y su compromiso social ha mostrado otra forma
de intervenir en lo social. Se hace necesario entonces cambiar el enfoque desde lo público,
establecer una relación de compromiso y beneficio mutuo, donde a través del modelo
económico que se establezca entre ellos, se plasme el carácter de colaboración, compromiso,
cumplimiento de objetivos, y nos alejemos cada vez más de la caridad. Para ello debemos
establecer no solo el marco normativo, sino un plan estratégico de impulso que facilite la
externalización de los servicios publico al Tercer Sector.

This work raises the need to transform the framework of relations between the Public Sector
and the Third Sector. Some relationships established throughout history with charitable
charity, which has been changing over the years, and which in recent decades due to the
internal drive being made by the Third Sector, and i Tercer Sector social commitment has
shown another way of intervene in the social. It is then necessary to change the approach
from the public, establish a relationship of commitment and mutual benefit, where through
the economic model that is established between them, the character of collaboration,
commitment, achievement of objectives is reflected, and we move away each time more than
charity. For this, we must establish not only the regulatory framework, but also a strategic
promotion plan that facilitates the outsourcing of services to the Third Sector.
