Ante el “boom” de la construcción, en el año 2006, se inició en Pamplona, capital de la Comunidad Foral de Navarra, el planeamiento urbanístico de una nueva zona residencial, Arrosadía-Lezkairu, ya proyectada desde finales de los años 90.
En esta investigación se examina la forma de disolución, la sustanciación y los efectos que una parcela adjudicada en pro indiviso -fruto de un proyecto de reparcelación- puede tener sobre sus propietarios. También se abordan diversas figuras de planeamiento y desarrollo del territorio, concretamente el Plan Parcial ARS-3 (Arrosadía-Lezakiru) en desarrollo del Plan General Municipal, además se estudiarán los sistemas de actuación urbanística, y a su vez se analizará el proyecto de urbanización y sus cargas. Por ser un contrato atípico y una figura que interesa tanto al constructor como al propietario se profundizará en el contrato de permuta de suelo por vuelo.

Faced with the construction boom, in 2006, the urban development of a new residential area, Arrosadía-Lezkairu, which had already been planned since the late 1990s, began in Pamplona, the capital of the Autonomous Community of Navarre.
This research explores the form of dissolution, the substantiation, and the effects that a plot awarded in pro indiviso -the result of a reparcelling project- can have on its owners. It also deals with various planning and territorial development figures, specifically the ARS-3 Partial Plan (Arrosadía-Lezakiru) in development of the General Municipal Plan, and will also study the urban development action systems, as well as analysing the urban development project and its urban development charges. As it is an atypical contract and a figure that is of interest to both the builder and the owner, the contract for the exchange of land for flight will be examined in depth.
