La función directiva profesional constituye uno de los elementos considerados estratégicos
para la modernización y la gestión del cambio en las Administraciones Públicas. Un entorno
institucional donde la complejidad es cada vez mas creciente y las demandas ciudadanas se
diversifican y se formulan desde contextos socioeconómicos y culturales dinámicos y
cambiantes, requiere una gestión pública capaz, eficaz, transparente y solvente.
El directivo público profesional debe asumir el papel fundamental de impulsar los procesos
de modernización y transformación en la prestación de los servicios y actividades públicas,
con acreditadas competencias, con la experiencia que se requiere para el desempeño de sus
funciones, con orientación a resultados y la responsabilidad por su gestión.
El estudio del régimen jurídico del personal directivo profesional, los principios que
configuran el estatuto básico de la función directiva, su alcance y contenido, así como los
requisitos para que su desempeño constituya un valor añadido en la gestión pública es el
objeto fundamental de este trabajo.
Descripción:
The professional managerial function constitutes one of the elements considered strategic
for the modernization and management of change in Public Administrations. An institutional
environment where complexity is increasingly growing and citizen demands are diversified
and formulated from dynamic and changing socio-economic and cultural contexts, requires
capable, effective, transparent and solvent public management.
The professional public manager must assume the fundamental role of promoting
modernization and transformation processes in the provision of public services and
activities, with proven competencies, with the experience that is required for the
performance of their functions, with a focus on results and responsibility for its
management.
The study of the legal regime of professional managerial personnel, the principles that make
up the basic statute of the managerial function, its scope and content, as well as the
requirements so that its performance constitutes an added value in public management is
the fundamental object of this work.
